TECHNICAL WORKING GROUP (TWG) - HACTL
Terms of Reference
To define and promote the best practice in secure, safe and cost efficient cargo and mail operation aiming to make Hong Kong the best cargo hub in Asia.
To promote the interests of all members who have appointed Hong Kong Air Cargo Terminal Limited (HACTL) as their Cargo Terminal Operator (CTO) and to provide a continuing means of representing their collective views on matters related to air cargo, mail, courier and express cargo handling.
To monitor the performance of HACTL, which will include service level achievements and their plans in respect of operations, facilities and expansion affecting the airlines on a common basis.
Format And Operating Guidelines
TWG is a Sub-Committee reporting to Carrier Liaison Group (CLG).
Membership consists of no more than seven members of airlines or their ground handling agent who have appointed HACTL as their CTO. They are appointed by CLG Executive Committee.
Meeting will be held as required but it is normally once every two months.
Two-third of the TWG members shall constitute a quorum. Each member shall have one vote. Decision shall, unless it is specifically agreed upon otherwise at any time, be made on a simple majority vote provided that a quorum exists.

Terms of Reference

To promote the interests of all members who have appointed Asia Airfreight Terminal (AAT) as their Cargo Terminal Operator (CTO) and to provide a continuing means of representing their collective views on matters related to air cargo, mail, courier and express cargo handling.
To monitor the performance of AAT which will include service level achievements and their plans in respect of operations, facilities and expansion affecting the airlines on a common basis.
Format And Operating Guidelines
TWG is a Sub-Committee reporting to Carrier Liaison Group (CLG).
Membership consists of no more than seven members of airlines or their ground handling agent who have appointed AAT as their CTO. They are appointed by CLG Executive Committee.
Meeting will be held as required but it is normally once every two months.
Two-third of the TWG members shall constitute a quorum. Each member shall have one vote. Decision shall, unless it is specifically agreed upon otherwise at any time, be made on a simple majority vote provided that a quorum exists.
Report to CLG Executive Committee any problems that CTO is unwilling or unable to resolve; any problem arising out of unreasonable demands by CTO on the airlines; any problem which cannot be resolved by reasonable negotiation.
TECHNICAL WORKING GROUP (TWG) - CPSL
Terms of Reference
To define and promote the best practice in secure, safe and cost efficient cargo and mail operation aiming to make Hong Kong the best cargo hub in Asia.
To promote the interests of all members who have appointed Cathay Pacific Services Limited (CPSL) as their Cargo Terminal Operator (CTO) and to provide a continuing means of representing their collective views on matters related to air cargo, mail, courier and express cargo handling.
To monitor the performance of CPSL, which will include service level achievements and their plans in respect of operations, facilities and expansion affecting the airlines on a common basis.
Format And Operating Guidelines

CARGO INFORMATION EXCHANGE SCHEME (CIES)
Terms of Reference
To define and promote the best practice in bar code and electronic data interchange (EDI) application aiming to paper-less business environment.
Serve as a forum for dialogue on EDI issues between Airlines, Cargo Terminal Operators (CTO), Handling Agents, HAFFA, HICA, Customs, Post Office, Government Agencies and Airport Authority.
Provide liaison with other organizations and industry groups providing services to the air cargo industry in Hong Kong, e.g. Tradelink, Traxon Asia, Cargonet, etc.
Format And Operating Guidelines
CIES is a Sub-Committee reporting to Carrier Liaison Group (CLG)
Membership consists of no less than seven members of airlines or their ground handling agents. They are appointed by CLG Executive Committee.
CIES Chairman will invite non-airline organizations who have an interest in paper-less business environment to become a non-airline member.
The chairman of TWG - HACTL and TWG - AAT will sit in as the observers.
Meeting will he held as required but is normally once every three months.
Two-third of the CIES airline members shall constitute a quorum. Each member shall have one vote. Decision shall, unless it is specifically agreed upon otherwise at any time, be made on a simple majority vote provided that a quorum exists.
Dangerous Goods Working Group (DGWG)
Terms of Reference
To serve as a forum for dialogue on Dangerous Goods handling between Airlines, Cargo Operations, Cargo Forwarders, Shipper council, Civil Aviation Department and other government agency
To define and promote best practice in Dangerous Goods handling with an aim to ensure safe carriage of Dangerous Goods
To facilitate various interest groups in promoting safe carriage of dangerous goods
To serve as a coordinating and liaison body for the industry and government officials in Dangerous Goods related matters
To act as a coordinating body to distribute Dangerous Goods related information to the industry for safety awareness
Format And Operating Guidelines
Dangerous Goods Working Group is a Sub-committee reporting to Carrier Liaison Group (CLG)
Membership consists of no less than eight members of airline or their ground- handling agents. They are appointed by CLG executive Committee.
DGWG Chairman will invite non-airline organizations who have an interest in safe carriage of dangerous goods to become a non-airline member.
Meeting will be held as required but is normally once every two months. Two-third of the DGWG airline members shall constitute a quorum. Each member shall have one vote. Decision shall, unless it is specifically agreed upon otherwise at any time, be made on a simple majority vote provided that a quorum exists.
CLG Ad Hoc Subcommittee - Freighter Operation Working Group (FOWG)
Terms of Reference
To serve as a forum for dialogue on freighter operations in HKIA between airlines, ramp handling operators, cargo terminal operators to drive continuous improvement in operating into HKIA.
To review and monitor RHO HKIA SLA compliance and assess its impact of service delivery by cargo terminals.
To support CLG Chairman to serve as a coordinating and liaison body for the industry and government officials on freighter operation concern, policy and infrastructure development.
Format And Operating Guidelines
FOWG is a Sub-Committee reporting to Carrier Liaison Group (CLG).
Membership contain no less than 5 CLG member airlines or their ground handling agents. They are appointed by the CLG Executive Committee.
FOWG Chairperson will invite non-airline organization who is relevant to the discussion topic as required.
Meeting will be held as required but normally once every four months.
Two-third of the FOWG airlines members shall constitute a quorum. Each member shall have one vote. Decision shall, unless it is specifically agreed upon otherwise at any time, be made on a simple majority vote provided that a quorum exists.
